It's a Welsh Dragon. The Red Dragon is used to symbolize Wales and appears on the National Flag of Wales.

Here's one more cool Royal Hood Ornament fact. Kate Middleton arrived at Westminster Abbey in the Queen's 1977 Rolls Royce Phantom VI, a Silver Jubilee gift from the British automobile industry. When the queen uses it, the Rolls Royce Hood Ornament is replaced by one depicting St. George, the patron saint of England, slaying the dragon.
